Energy of the Future: New Turbine launched and Housing Construction begins in Topar

In the settlement of Topar, Karaganda Region, construction has begun on new residential housing for employees of Topar State District Power Plant. A symbolic capsule was placed in the foundation of a future five-story Comfort+ class building comprising 80 apartments.

The project was presented by Temirlan Utegenov, General Director of Kazakhmys Energy LLP to Sungat Yesimkhanov Vice Minister of Energy of the Republic of Kazakhstan and Yermaganbet Bulekpayev Governor of Karaganda Region.

«The construction of new residential buildings is being carried out with the support of Eduard Ogay, Chairman of the Board of Directors of Kazakhmys Holding LLP.This project will not only provide comfortable living and working conditions, but will also help attract and retain talented young professionals - ensuring the long-term growth of both the company and the region»,- said Temirlan Utegenov.

«Today marks the start of construction for two modern residential buildings with 80 apartments for Kazakhmys employees and their families. For young specialists, this is an opportunity to obtain housing, stay and work in their home region and build their future close to home. I would like to thank Kazakhmys for its contribution to the development of Topar,”,- emphasized Yermaganbet Bulekpayev, Governor of the region.

The launch of this project coincides with the Year of Blue-Collar Professions, declared by President Kassym-Jomart Tokayev. Similar housing projects are planned in Balkhash and Zhezkazgan in 2026–2027 for employees of local thermal power plants.

On the same day, a new 130 MW turbine unit was successfully commissioned at Topar State District Power Plant. The upgrade will increase the station’s total output capacity and strengthen energy reliability across the region.

The project, launched in 2021, was implemented under an investment agreement between the Ministry of Energy and the enterprise. With a total budget of around KZT 20 bln, the new unit replaces outdated equipment - a step that will significantly enhance the region’s energy security and create favorable conditions for industrial and social development.
